Free Drug Card Programs available online - Do they really reduce prescription drug costs? Tarka in particular?

My Dad has to take Tarka everyday for reducing his blood pressure but sometimes he doesn't buy his prescription because they're too expensive for him. Someone on here mentioned something about a free drug card program that will help with costs so I did a search on it and I got lots of results.
